Stop punishing students for the system's failure. Pre-fund a pool so the moment a leak is confirmed, every affected student gets a free re-exam within 45 days — not three years of court dates and lost seats. Trade-off: a standing fund locks up budget, but that's insurance the exam system already owes the students who trusted it.
