Any confirmed paper leak triggers an automatic 30-day public inquiry led by an all-party-appointed integrity ombudsman with a fixed tenure, and one named officer is accountable for the outcome. Trade-off: it's another body with a cost and a politicization risk — which is exactly why the appointment must be all-party, not the ruling party's pick.
