Make leaked papers worthless. Deliver every exam paper to centers as an encrypted file, and release the decryption key only 30 minutes before the exam through a public audit log anyone can watch. A paper stolen the night before decrypts to nothing. Trade-off I'd accept: centers need reliable internet and a backup, so I'd pilot it in one state next cycle before going national — imperfect coverage beats another year of leaks.
