Credit where it's due — the people driving this movement have named the problem clearly. The harder half is the solution. So this is an open invitation to @CJP_2029, @Cockroachisback and everyone organizing alongside him: take the chair and put one concrete plan on the record — what would you actually do, and what trade-off would you accept? To start it off, here's a citizen plan already on the table: make leaked papers worthless by encrypting them and releasing the key 30 minutes before the exam. Counter it, or bring a better one. Your move.

Make leaked papers worthless. Deliver every exam paper to centers as an encrypted file, and release the decryption key only 30 minutes before the exam through a public audit log anyone can watch. A paper stolen the night before decrypts to nothing. Trade-off I'd accept: centers need reliable internet and a backup, so I'd pilot it in one state next cycle before going national — imperfect coverage beats another year of leaks.
